Tyler Engineering Services is comprised of Engineering, Half Cent Sales Tax Fund Administration, Traffic Engineering and Property & Facilities divisions.
Engineering Services staff provides executive and administrative management of the four departments. They provide planning, personnel administration, personnel development, records management, contract administration, major capital infrastructure maintenance, additions, and/or replacement activities as well as planning for the most efficient funding for same.
Engineering is responsible for capital improvement projects to ensure effective and efficient implementation of Half Cent. Engineering staff provides civil engineering design and construction oversight as well as providing design and construction oversight of maintenance and emergency repair projects of city streets, some drainage structures and concrete work in the right-of-way within the city limits.

The Half-Cent Sales Tax was approved by Tyler voters on November 7, 1995. The City Engineer and engineering staff provides maintenance management of City-owned facilities and administers the Half-Cent Sales Tax Program, which provides approximately $10 million annually for numerous infrastructure projects including drainage, street, public safety, parks, and airport improvements. Half-Cent Sales Tax Program is directed by the Half-Cent Sales Tax Board who, along with Tyler City Council, governs the priority scheduling of the extensive list of projects. The tax has funded numerous projects over the years, including drainage and street improvements, public safety and park improvements, and the construction of a new airport terminal building.

Traffic Engineering is charged with the responsibility of roadway safety. Staff members promote the safe, convenient, and efficient movement of people, goods, and services throughout the City by planning, designing, installing, maintaining, and repairing all traffic control devices on city streets. Development Services now oversees permitting & inspection for all Residential & Commercial driveways, curbs & gutters and retaining walls. If you need an inspection you will need to call 903-531-1171.

| Franchise Use of the Public Right-of-Way |
Texas cities have traditionally regulated the use of public Right of Way by utility companies through the use of a franchise, which covered customer service concerns, costs, fees, and actual use of the Right of Way.

| Public Right-of-Way Use Easements |
Anyone other than City franchisees desiring to use a portion of public right-of-way or space for a private business or personal use must first obtain a right-of-way use license, easement, or similar permission from the City.
Applications for easements for right-of-way use that are permanent in nature, and for right-of-way use licenses that are temporary or for a limited number of years, shall be filed with the City Engineer. Such applications must include a drawing of the location, description of the type of use, length of time needed, and payment of the application fee.
Right-of-Way Use Easement – submit the completed easement form, site plan and payment to the City Engineer for review. (Please note that if the easement request is in a Texas Department of Transportation (TxDOT) right-of-way approval must first be obtained from TxDOT prior to the City granting an easement.)
Anyone desiring to use a portion of public right-of-way or space for a social event, fund raiser, athletic event or similar event must apply to the Traffic Engineer. For more information click here. |

The Texas Landowner's Bill of Rights applies to any attempt by the government or private entity to take your property. The contents of the Bill of Rights are prescribed by the Texas Legislature in Texas Government Code Sec. 402.031 and Chapter 21 of the Texas Property Code.
