Due to the current Coronavirus COVID-19 public health emergency, the meeting of the Tyler Airport Advisory Board is being conducted in first floor lobby of the airport terminal and will be arranged for social distancing. Members of the public may participate but are urged to follow recommendations of the Centers for Disease Control and Prevention (CDC) by adhering to all social distancing and hygiene standards.

  1. Call meeting to order.
  2. Conduct a roll call and establish a quorum.
  3. Consider approval of Minutes of the Airport Advisory Board meeting held on February 17, 2020.
  4. Introduction of New Airport Advisory Board Member C. Parry Marshall, MD.
  5. AABC 05-20-01 Request that the Airport Advisory Board consider recommending that the City Council ratify the City Manager’s signing of an Easement and Right-of-Way Agreement with Oncor Electric Delivery Company LLC, granting, selling and conveying an easement and right-ofway to provide commercial electrical power to the Federal Aviation Administration (FAA’s) new localizer. This easement involves a tract of land that is 0.179 acres located within the airfield of Tyler Pounds Regional Airport.
  6. AABC 05-20-02 Request that the Airport Advisory Board consider recommending to the City Council to adopt a Resolution ratifying submission of an application for Federal Aviation Administration (FAA) CARES Act Grant Funds totaling $1,218,343.00 to fund the Tyler Pounds Regional Airport’s operating expenses. This Resolution authorizes acceptance of the Grant.
  7. AABC 05-20-03 Request that the Airport Advisory Board consider recommending that the City Council ratify the Letter of Agreement (LOA) between EAN Holdings, LLC dba National Rent-ACar and Tyler Pounds Regional Airport that establishes temporary procedures due to the COVID-19 health crisis.
  8. AABC 05-20-04 Request that the Airport Advisory Board consider recommending that the City Council ratify the Letter of Agreement (LOA) between the Airport Rental Car Concessionaires and Tyler Pounds Regional Airport that establishes temporary procedures due to the COVID-19 health crisis.
  9. AABC 05-20-05 Request that the Airport Advisory Board consider recommending that the City Council ratify the Letter of Agreement (LOA) between the Airport Commercial Airlines and Tyler Pounds Regional Airport that establishes temporary procedures due to the COVID-19 health crisis.
  10. AABC 05-20-06 Request that the Airport Advisory Board consider recommending that the City Council ratify the Letter of Agreement (LOA) between In-Ter-Space Services, Inc., dba Interspace Airport Advertising and Tyler Pounds Regional Airport that establishes temporary procedures due to the COVID-19 health crisis.
  11. AABC 05-20-07 Request that the Airport Advisory Board consider recommending that the City Council ratify the Letter of Agreement (LOA) between the Restaurant Concessionaires and the City of Tyler for Tyler Pounds Regional Airport that establishes temporary procedures due to the COVID-19 health crisis.
  12. Airport Manager’s report:
    1. Construction Updates for Taxiway Foxtrot & Charlie, and Instrument Landing System relocation to Runway 4-22.
    2. Upcoming Airport Master Plan tasks and meetings.
    3. Airport Staff changes due to planned retirement and vacancies.
  13. Adjourn
