OPERATING RULES AND REGULATIONS

FOR THE VEHICLE SERVICE ROAD

TYLER POUNDS REGIONAL AIRPORT

The intent of the Vehicle Service Road is for the safe movement of authorized ground vehicles to minimize usage on the Airfield Operations Area.  The service road may also be used during emergency and unusual operational circumstances. The following rules and regulations are subject to updates and revisions upon written notice by the Tyler Pounds Regional Airport Operations.

1. All users of the Vehicle Service Road will follow all regulatory signage.

2. All users will always maintain appropriate speeds in a safe manner. Speed shall not exceed 25 miles per hour unless an emergency.

3. Only airport fueling trucks, airport service vehicles, emergency     vehicles, forklifts for the purpose of aviation cargo service, or other vehicles as deemed necessary for airport service needs will be permitted to utilize the Airfield Perimeter Road.  Vehicles with an operational need to use the perimeter road MUST be marked with agency or company placards while operating on the perimeter road.  Vehicles excluded from regular use of the Vehicle Service Road will be street legal, licensed vehicles that can use the public roadways.

 4. All users of the Vehicle Service Road will always yield right-of-way to emergency vehicles and aircraft.   Extreme caution must always be used when operating within the proximity of any aircraft.

 5. No aircraft will be towed on the Vehicle Service Road except for the section of the Vehicle Service Road in front of Johnson Aviation.

 6. No aircraft may utilize the Vehicle Service Road on its own power with the exception of the section of the Vehicle Service Road in front of Johnson Aviation.

 7. All permitted vehicles must have communication, flashing amber beacon and clearance from Air Traffic Control (ATC) before crossing into any movement area on the AOA (Airport Operations Area).

 8. Aircraft should not be positioned to block movement on the perimeter for extended periods of time.  The Vehicle Service Road access may be temporarily blocked when unusual conditions occur such as positioning extremely large aircraft for refueling. When this occurs, a safe alternate route should be considered by the Tenant within the Non-Movement Area.  Service road operations may be relocated to the nearest taxiway, with proper clearance of air traffic control, if an alternative is unavailable.

 9. Should the perimeter road be closed due to inclement weather, users may utilize airport movement areas with proper clearance of air traffic control.  Users must follow all federal and airport regulations in movement areas.

These rules apply to all Tenants, Sub-Tenants, Customers, and any delivery

drivers that could gain access to the Vehicle Service Road.
